Canadian Cultural Orientation Program


At Refugee Pathways and Integration Canada Inc. (RefPIC), we offer a comprehensive Canadian Cultural Orientation Program that supports refugees and vulnerable newcomers as they transition into life in Canada. The program begins immediately upon arrival and continues through each stage of integration. Our goal is to equip newcomers with the knowledge, tools, and confidence to navigate Canadian society independently and with dignity.


Core Topics of Orientation

RefPIC’s orientation program covers all foundational aspects of Canadian life. Participants receive practical guidance on:


Laws, Rights, and Responsibilities

Newcomers learn about Canadian laws, the justice system, and their rights and responsibilities as residents. Topics include the Canadian Charter of Rights and Freedoms, anti-discrimination protections, and basic civic conduct.


Healthcare Access

We provide step-by-step assistance with obtaining provincial health insurance, understanding how to find and use medical services, and accessing mental health and emergency care.


Education and School Systems

Families are guided through enrollment procedures, school structures, curriculum expectations, and parent-teacher engagement. Adult learners are introduced to language training, academic upgrading, and vocational education options.


Public Services and Everyday Systems

Orientation includes how to access services such as transportation, libraries, banks, utilities, and emergency contacts. We ensure all participants receive help registering for Social Insurance Numbers and other key documents.


Civic Engagement and Community Participation

We introduce the structure of Canadian government, voting rights, and ways to engage in civic life, including volunteering and participation in community groups.


Immediate Post-Arrival Orientation

Orientation begins within the first days of arrival. RefPIC staff assist with registering for critical services, securing housing, understanding tenant rights, and navigating day-to-day systems. We help families adjust to new routines and community expectations. This early-phase orientation lays the foundation for safety, autonomy, and a smoother transition.


Ongoing Support and Adaptation

Orientation is not a one-time event. We provide follow-up sessions that explore more advanced topics such as:

  • Canadian workplace culture

  • Tenant and employment rights

  • Financial literacy and taxes

  • Parenting and schooling in Canada

We also hold community events, mentoring sessions, and peer support gatherings to help newcomers deepen their understanding of Canadian society over time.


Collaborative and Flexible Delivery

RefPIC delivers orientation directly through our trained staff and volunteers, and in collaboration with health units, school boards, law enforcement, legal clinics, and other community organizations. In regions where we do not have a direct presence, we coordinate with trusted local partners to deliver consistent, high-quality programming.

Sessions are offered in multiple formats; individual, group, and virtual, with interpretation support and multilingual materials provided as needed.


Supporting Successful Integration

Our Cultural Orientation Program is a critical step in helping refugees build a secure and connected life in Canada. By developing cultural understanding and system literacy, newcomers are better positioned to pursue education, employment, and full participation in their communities. This program is fully aligned with national settlement strategies and best practices in newcomer support.
