💼 Complementary Pathways - EMPP

Canada’s updated public policy on the Economic Mobility Pathways Pilot (EMPP) introduces a standalone federal pathway to permanent residence for skilled refugees, with application caps for two streams. Canada plans to make the Economic Mobility Pathways Pilot (EMPP) a permanent immigration pathway for skilled refugees by the end of 2025, as outlined in IRCC’s 2025–26 Departmental Plan. Learn more about the EMPP program

Canada’s Economic Mobility Pathways Pilot (EMPP) – The 2025 cap is reached and IRCC has paused new applications, but EMPP remains a vital route for skilled refugees and displaced persons. We continue internal processing in preparation for future intake windows

  • 🤝 Private Refugee Sponsorship

Private Refugee Sponsorship Applications Paused - Canada has paused new applications under the Private Sponsorship of Refugees Program for Groups of Five and Community Sponsors until December 31, 2025. This measure does not affect Sponsorship Agreement Holders (SAHs), who may continue submitting cases.

Temporary Intake Open for Sudanese Refugee Sponsorship - As of April 30, 2025, Canada is accepting up to 160 applications to privately sponsor Sudanese refugees through a temporary, limited intake. This exception does not reopen broader private sponsorship channels.

  • 🎓Displaced Scholars Pilot

IRCC is developing the Displaced Scholars Pilot to support refugee and displaced students through access to Canadian post-secondary education via study permits. This complementary pathway offers academic mobility as a humanitarian solution outside traditional resettlement programs.

  • 🛂 Strong Borders Act

Strong Borders Act Introduced by Canada to Enhance Security and Immigration Controls Introduced on June 3, 2025, the Strong Borders Act expands IRCC and CBSA powers to suspend or cancel immigration documents, restrict late refugee claims, and fast-track removals, while also enhancing border security and anti-money laundering enforcement.
